Michigan Citizen Action remains committed to achieving fair, reliable and affordable rates for utility services. Our primary goals are to lower consumer costs for basic services, improve customer service, and expand customer control over their choices. We believe the best way to accomplish these goals is to lower barriers to competition.
In keeping with this philosophy, we believe that:

  • Technological innovation should be encouraged
  • Economic investment and the creation of high-quality Michigan jobs should be priorities.
  • Consumers should be protected by providing them with information about services available and rate setting processes.
  • Providers should be required to provide timely and quality services.
  • Providers should be required to provide service to all consumers where it is economically feasible.

Michigan Citizen Action Opposes Hidden Phone Tax in HB 4852
The Michigan House of Representatives is considering a bill that would amend the 911 Act to charge an additional $1.35 tax per month on telephone bills for each line, including cell phones. The bill known as House Bill ("HB") 4852 would add a $200 million hidden tax increase on telephone service for Michigan families.

HB 4852 is being touted as a way to improve 911 services in Michigan, however, none of the money is allocated for 911 services. 100% of the proposed tax would be deposited in the state's General Fund to pay for various state programs on the backs of Michigan's telephone customers. This new tax would force telephone companies to raise their customers' monthly bills.

Michigan Citizen Action is strongly opposed to HB 4852, and has contacted state legislators to urge them to reject this tax proposal. Fees assessed through the 911 Act should go toward operating 911 services, not funding state programs at the expense of Michigan's telephone customers. We encourage you to contact your legislator today and ask them to vote "NO" on HB 4852. Tell them to "Hang Up the Phone Tax" and to protect basic services for Michigan families.
